The Congolese government, in partnership with the African Development Bank (ADB), is calling on companies to bid for a tender to conduct feasibility studies on the issuing of national Identity Cards to Congolese citizens.
The studies are expected to take three months and are to be financed by ADB.
The company that secures the tender will have to identify challenges in implementing the project and provide guidelines on how to overcome them, so to ensure that identity cards are successfully rolled out.
According to a government source, the introduction of Identity Documents (ID) will facilitate the process of integration and development. Once a Congolese citizen can access an ID, the individual will be able to make use of various services, such as those of the financial institutions, said the source.
Banks in Congo for example, normally ask for a passport or biometric electoral card to anyone wanting to make use of their services, a requirement majority of Congolese people cannot meet.
The government is also hoping that identity documents will be made available before the next general elections in 2023, so that they can be used as a foundation for voters registration.
Last year during the launch of the National Digital Plan 2025 Horizon, President Felix Tshisekedi told delegates that his government plans to put in place a population registrar by 2020. The Democratic Republic of Congo's last held national census was in 1984.
