KINSHASA: PARLIAMENT CANNOT REPLACE JEAN -MARC KABUND YET
The Council of State has ruled that the Congolese Parliament cannot proceed with the election of a new First Deputy Speaker of the National Assembly until a decision has been made by the Constitutional Court.
This comes after the outgoing First Deputy Speaker Jean-Marc Kabund approached the Council to prevent Parliament from going ahead with finding his replacement.
Kubund had argued that his dismissal as Deputy Speaker, during a voting process, was illegal because the Speaker of the National Assembly Jeanine Mabunda, did not follow internal procedures. Kabund wants the Constitutional Court to overturn his dismissal and that he be reinstated.
Lawyers representing Kabund have also asked for the return of benefits their client enjoyed in his capacity as the Deputy Speaker of Parliament, including vehicles and other related properties.
Parliament had already set the 12th of June 2020 as the date for the election of a new First Deputy Speaker, with Patricia Nseya from Kabund's own political party, being the sole candidate.
